  • Nonfatal Incidents: From 2021 through 2023, an estimated 6,500 children under 15 were treated annually in emergency departments for nonfatal pool or spa-related drowning injuries. ​

These statistics highlight the critical need for preventive measures, with pool fencing being a primary line of defense.​

Real-Life Incident: A Stark Reminder

Consider a recent experience where our estimator visited a client’s backyard to assess a perimeter fence installation. During the visit, the homeowner’s young grandson, aged between 3 to 5 years, accidentally fell into the pool. Fortunately, his grandfather was nearby and promptly rescued him. This close call underscores the unpredictability of such accidents and the vital importance of having a safety barrier in place.​

Types of Non-Climbable Pool Fencing

Selecting the appropriate fencing material is essential to ensure the barrier is non-climbable and compliant with safety standards:​

  • Ornamental Iron: Durable and aesthetically pleasing, ornamental iron fences are designed with closely spaced vertical bars to prevent climbing.​
  • Removable Mesh: Offering flexibility and transparency, removable mesh fences are climb-resistant and can be taken down when not in use, though it’s advisable to keep them up for consistent safety.​
  • Chain Link with Privacy Slats: Standard chain link fences can be made non-climbable by ensuring a smaller weave size (typically 1.5 inches) or by adding privacy slats to eliminate footholds. ​

Each of these options provides a barrier that meets safety regulations and helps prevent unauthorized access to the pool area.​

California Pool Safety Act and SB-442

In response to the alarming statistics on child drownings, California enacted Senate Bill 442 (SB-442), which amended the Swimming Pool Safety Act. Effective January 1, 2018, this legislation mandates that new or remodeled residential pools and spas must be equipped with at least two of seven specified drowning prevention safety features. ​

The seven safety features include:​

  1. Isolation Enclosure: A fence that separates the pool or spa from the home, meeting specific height and design requirements.​
  2. Removable Mesh Fencing: Fencing that meets ASTM Specifications F2286 standards, combined with a self-closing, self-latching gate.​
  3. Approved Safety Pool Cover: A manual or power-operated cover that complies with ASTM standard F1346-91.​
  4. Exit Alarms: Alarms on doors providing direct access to the pool or spa, alerting when opened.​
  5. Self-Closing, Self-Latching Devices: Mechanisms on doors leading to the pool area, with release mechanisms placed at least 54 inches above the floor.​
  6. Pool Alarms: Alarms placed in the pool or spa that sound upon detection of accidental or unauthorized entrance into the water.​
  7. Other Protective Measures: Any other means of protection that provide equal or greater safety, verified by an approved testing laboratory. ​

Compliance with SB-442 is not only a legal requirement but a critical step in safeguarding children, pets, and non-swimmers from the dangers of accidental drownings.
